Cities like Chicago have a responsibility to provide adequate runways, even if that includes aquiring land to extend runways. It is the responsibility of Congress to ensure airports provide safe interstate commerce.

A solution like EMAS can appear to be a panacea, however this reduces available runway length and diverts funding from the most economical solution: extending runways and safety zones.
