Government has the responsibility to assist in the redevelopment of public infrastructure; however, the government should not be held accountable to help private citizens recover from a flood loss. Private citizens must have the sense to protect themselves, much like people living in tornado prone zones. Personally responsibility is critical for the recovery effort.
