Most of the time the issue is releasing the underwriting decission and pricing not making those decissions. Many carriers withhold release in order to posture for the "last man in" position. They look for agent relations to give them "last look" or feedback to assure pricing just low enough to get the business not price the account competitively. It all boils down to the "art of the deal".
