It doesnt state (what he really meant), that you need to earn less than the average business in order to qualify. He makes it sound as if it is for ALL small business owners. What he meant by small is, financially small, not the amount of employees. It should be available for ALL businesses who have less than 5 employees. If you don’t make less than the qualifying amount his new law is useless! What about the rest of us who need quality health care but make more than the qualifying amount, we have to pay what the large businesses pay and that can get quite costly for a small business not in the qualifying range. The companies who really need it to survive are the ones who cannot use it.
