Unless Mass does something about the tort system and the way they handle bodily injuries any changes are doomed to fail. Not in one article do I see anything addressing BI claims. At the same time the severity of collision clams has gone down the cost of BI claims has gone up.This money is extremely difficult to recover due to no-fault insurance.
