Ken has the right idea. Insurance companies should lobby all state legislators to make their investigative costs, including overhead, an integral element of the penalty for the crime. I can't see even the bitterst industry foe objecting to that. It would also give insurers an inducemenet to keep an active investigation unit in place. You's actually be surprised how few undewriters- Fireman's Fund a notable exception - marginalize the fraud issue.
