I read a magazine article several weeks ago, (possibly Forbes magazine), it noted that greater success is achieved in combatting drunk driving when laws are toughened on the habitual and severely intoxicated. They have the greatest frequency and severity in relationship to injury to others. It is not unusual to see someone with over 5 DWI convictions still driving (illegally mostly). These people should be incarcerated as they pose the greatest threat to the public.
