The problem in PA are the bleeding heart judges who won't take the habitual offender off the streets. Once could be a mistake, but 2,3 or 4 convictions - ridiculous. Also, the habitual offender will drive with or without a license, so we need to toughen laws on dealers who sell the cars to these offenders with no license or the people who buy the cars for them. Make the penalty severe enough, and enforce it, and you could make a dent in the problem.
