Lets not get carried away laughing at this and thinking the insurance companies wouldn't do it. Unfortunatly, we have seen that corporate leaders can be quite greedy and corrupt. I can see people justifying breaking the law and calling it civil disobediance.

Who would it hurt to use wild dogs to increase profitability by reducing the dear herd? Some hunters and a few pet owners? On the otherhand if some lives were saved and fewer people were hurt each year in addition to a increase in profit, I can see corporate insurance leaders justifying this kind of illegal covert action.

If the insurance companies did do it, I also doubt they would have been stupid enough to leave behind tattoos, ear tags or collar as evidence. If one company in Erie stood to increase profit by millions every year, I suppose they could afford pay some Harrisburg burocrat to laugh it up a little.
