It's not that the deer aren't being killed by hunters. The deer are being killed by motor vehicles because they are trapped between the interstates and other roadways. They are not able to roam freely becuase they aren't always able to cross the roads without being hit. They reproduce more and more and the population increases in a confined area. The transportation agencies need to move the deer instead of them being hit by vehicles. By doing this they won't have to spend millions on insurance claims. They can just move the deer to another place, like state game lands.
