It is obvious that the assigned risk pool in Massachusetts has been a failure for many years and it does't take a rocket scientist to see that it will eventually blow up. I can think of at least 5 carriers that do not operate in Massachusetts principally do to the assign risk load, but does this really make a change or move the "shells" around.
