So far it's not changing the behaviour of any of the leasing firms. BMW Financial Services stated to me today they have no intention of lowering their acquisition fees. Moreover, they informed me the amount of the fee they actually impose on the dealer is less than what the dealer passes on to the consumer, since there is a profit structure built-in. This is a misrepresentation by every dealer I have dealt with, all of whom claim the fee is set by the leasing institution.
