Are car leasing companies the only ones affected by this ban? Are the lessors of commercial semi-trailers also relieved of vicarious liability for the tractor(if separetly owned and operated) and the driver who is either an employee of the company leasing the semi-trailer,or and individual owner-operator under contract to the company leasing the semi-trailer?
