Two things have to happen before one can even begin to mop up this mess!
First, we must rid the corruption within the entire system!
Secondly, those employers that continue to ignore the safety regulations when others spend millions on prevention programs should be bearing the brunt of the cost!!!! They are out there by the gazillions!!!!!!!!!!!!
Once that gets accomplished, we can begin to reconsider the issues that plague the system! We have to keep in mind this was a compromise to law suits therefore, this should favor injured workers as industry has already received there windfall!
