There's no limit to how much a patient can be injured. I say make all punitive damages, including those contingent fees, property of the state to fund a secondary compensation fund; and demand that the medical licensing board be at least as zealous and feared as the DMV or Gambling bureaus in routing out incompetents. And don't let background checks stop at the state or national line.
