Wow, thats very odd. We all know its just a number anyway. Some ikds are ready to drive at age 15, some not until 20. If you give them their license at 16, then they already have 3 years under their belt by the time they are 19. Maybe It ought to be based on your school atendance record along with how many hours community service you have put in.
