Several points in support of Maryland come to mind:
Maryland would have to raise taxes to pay for a complete overall of its drivers' license process.
Shouldn't education and health take priority?
If the Federal Government wants a Federal ID, then I will happily support a requirement that we all obtain passports and carry them with us at all times.
If someone is on Maryland's roads driving a car, I would like for them to have passed at least the minimum requirements for a driver's license and I would like them to have insurance. If changing the licensing procedure would mean more uninsured and untrained drivers on the road, then I certainly don't support it.
