Good morals, ethics, manners, study habits all start in the home and with the parents. If the parents do not set good examples for their children or do not give a crap about them, sure they are going to do whatever the hell they want. This has nothing to do with Bush or politicos. Parents are the ones who need to guide their children's lives and not expect teachers or anyone else for that matter to do the job.
