Honestly, why are they stopping with teens? While a cell phone is a great convience, too often the people using them are paying more attention to their conversations than to the road.

The joke though about the law is that it is going to be all but impossible to enforce. If a teen sees a police car don't you think they will drop the phone until they are past? And if they are in a wreck, do you think they will admit to have been on the phone at the time of the accident?

Good try but probably a useless law.
