Sounds like a veiled threat of some type of regulatory action against those who decide to go on about their daily business and ignore this multi-week disruption.
Let's be honest, the government has NO, NO, NO clue what to do because no one knows what the next pandemic is going to look like, what the true cause will be, or when (or if) one will happen again. But "exercises" make us feel better about them.
