Subject: The question remains...
Also would this be considered a primary violation which the officer can pull you over for? Or will it be a secondary violation for which they can only ticket you for if they see you doing it during the primary violation?
Perhaps the states should instead work with the phone companies that can use the exsisting technology to restrict JUST outgoing text messages if the phone itself is travelling faster then 10 MPH? (I use that limit as most of us cannot do a mile in 6 minutes unless we are full out running)
