If MASSPIRG is right, then the carriers who are undercharging poor drivers will see bad results and either change or fall by the wayside.
If MASSPIRG has a better way of doing things, then they certainly have the right-and ability to set aside capital and obtain the charters and licenses to do business and set up shop and do it their way.
