The old system out weights the new system!! Insurance rates have dropped year after year. Rating on Merit, by Merit I say. That is seen clearly seen by the public who are educated on the subject. This is another sign that the Deval Patrick Administration has failed (Big Time). This was set up by the last administration and the Governor had the chance to the strike this down, he did not. He avoided it and put his Insurance Commissioner in charge and Deval turned his back on Massachusetts Auto Insurance Holders!! Shame on a Governor I voted for; believe in, who gave me hope for these kinds of executive decisions. Shame on you Deval..
