I believe that this law was passed with good intentions, but I agree with DWT. Insureds do not read their paperwork either when they get their policy or at renewal. Without a perceived need (Ever heard "My house will never flood"?), this new document will be ignored just like prior ones. FEMA has put a big push into training agents, which is good, but until the general populace feels they need the coverage, home and/or business owners will not entertain buying it.
