It's not the government's responsibility to educate people about what is excluded under an HO policy........that's what an agent is for. Agents escaped criticism in the Katrina debaucle when they were responsible for selling their clients a product, and not telling them where the vulnerabilities were. Do you have any idea how much a mass mailing twice a year in New York is going to cost the taxpayers? It's easy for lawmakers and politians to pass these assinine laws when it's somebody else's money involved.
