A suggestion: the IRS could make it a requried question on a 1040 or any other tax filing form. "A homeowners policy (or other property insurance) typically contains NO Flood protection coverage. If this protection is desired, it must be purchased separately, on a separate policy. Would you like someone from the federal Flood Protection Unit to contact you regarding flood protection? ___ Yes..No___
