Subject: California leds the way - MICRA '1976
(State Bill,1,1976)had most of the same provisions outlined above - but also an absolute cap on non-economic damges of 250K, 90 days notice of intent to sue and required a Certificate of Merit BEFORE suit and periodic payment of damages at the option of the defendent - has worked pretty darn good for 30 years
