Why should docs get an enormous subsidy by having the legislature and the insurance department conspire to prevent them from having to pay the full cost of insurance like the rest of us sheep? Force them to pay adequate rates and then cap non-economic damages at $250K -- nothing else will work -- if they do try something else, it will be Dinallo's unfortunate legacy (i.e., he'll be just as guilty of putting a band-aid on the wound as the last couple of administrations).
