No one is saying you are "guilty until proven innocent" about anything. Simply do the right thing as an employer, hire people that are legally able to work. It is backwards to have to go back and pull this info to begin with. If you provide the correct I-9 and documentation to in the first place than this is a non-issue. Almost any legislation like this at least is a step in the right direction. Not that hard to comprehend.
