Maybe I read to many political thrillers, but the ability to put images of this sort on a computer in a shared office is terribly easy, and a pretty effective way to get someone you want out of office taken care of.

Although on the other hand, if it were just a sham to push him out, he probably would have retired for "family obligations" or "health issues" and the pictures never would have seen the light of day.
