Gwen; I agree with you- but in some places I think this sort of fraud is almost normal. I covered a manufacturing facility in Lawrence Massachusetts at one time, and we were getting killed by workers comp claims that were all running through the same lawyer. The thing that finally killed the scam was that we got a first report letter from the lawyer that pre-dated the date of the accident he was reporting.
