The length of time is a testament to (a) the inadequacies of the legal system, (b) the abilities of lawyers to obfuscate and drag-out litigation (to increase their fees), (c) the inadequacy of state insurance regulators to promptly and effectively pursue wrongdoers and impoe justice on them.
