Chicag went through a similar situation involving scaffolding after a number of serious scaffolding related accidents; contractors were required to go through extensive training, paperwork, etc. and they have managed just fine.

The same thing will happen in New York. Sounds like those complaining still do not get it and if they did things the right way the first time, the delays maybe would not happen.
