As a casualty underwriter, I do not find these new requirements onerous. In fact, they would be considered the minimum loss control requirments for crane operations. If underwriters were doing their jobs, perhaps, we wouldn't see so many tragic losses of this nature, defective products coming in from China, etc. Let's get back to basics!!!!
