Pa. is clearly guilty of same... I have personal experience w a scoundrel who has committed fraud & been found guilty/incl. Lisc. suspension numerous times only to repeatedly recv. Lisc back "under supervision" ? Trust me this guy has NO Conscience -Its outrageous & an insult to the Profession. Agree 100% the DOI needs to assume some of the liability for putting crooks back into the work force...
