Texas is the same even worse. The law in the State is that any cases involving insurance fraud MUST BE handled by the Dept of Insurance and in a court in Travis County (home of State Capital). I know of a case where a grand jury was on the verge of indicting an agent who had misappropriated large sums and left insureds to fend for themselves, and carriers unpaid. Just at the moment it looked like he would be arrested and put away... the State stepped in, and claimed jurisdiction because that grand jury was not in Travis County.. and moved all matters to Travis county... where today..more than a year later NOTHING has been done.. AND the agent still has a license and continues to operate.
