Stewart is just a front for State Senator Harris McDowell. He'll run the Commissioner's office through her. McDowell adopted her as his pet and made her his legislative aide not too long ago. That was her first full time job in a lot of years except for the retail sales gigs she had. Real good experience for Insurance Commissioner.
