will that be the cabbie's or anyone? who would be paying for the installation? sounds like another way for prevention or solution to resolution of accidents at someone else's expense. i would make this voluntary and have the city to pay for the installation. also, ensure that can't cite you for reckless driving just because you moved. now if you had an accident because of the erratic driving, then i might say something.

so in reality, who is going to benefit from this?
