Seriously, they do drive like lunatics. If you're going to be transportation for the public, there has to be some accountability. If they feel it is an invasion of their privacy, then make it that the camera turns on when they turn on the meter? They are transporting the general public, seems to me their privacy would be a non-issue.
If it's going to be voluntary, put some kind of notification that they have cameras- I'd probably be more inclined to use a cab driver that knows their driving is being monitored.
