Agree with all. "legistlation" only works when you're dealing with responsible, civilized people. Woe the the dumbass who hits my car while playing with phone or blackberry. I won't bother to call the police. That doesn't result in justice. I'd prefer to handle it myself. I'll call Paul Kersey.
