What do you think would have happened had no family stepped forward? You really do not think that the county or hospital would just willingly implement changes ie adding 200 ee to payroll? Come on this is not about placing value on a human life this is about penalizing for gross neglect and injustices that would have and do continue for people that do not have a voice . Would you have tolerated a 24 hour wait if your mother, sister or loved one was dying of a heart attack or blood clots in the lungs? No one recieves this treatment other than the mentally ill because they often lack a voice. Tort reform is a joke. This system was problably self insured and so they have been responsible for the consequence they could not afford the insurance as what carrier would provide coverage with all this known risk.
