Would the general public and/or investment community be surprised to learn that companies pay these rating agencies for their ratings? If I pay Best tens of thousands of dollars every year to publish my rating, do you think I might be in a position to exert some influence over their rating determination? If I do not like their #'s, I will simply take my business to S&P or one of the other rating agencies.
