Also, as far as water expanding when frozen - That's only for the initial freeze. A block of ice at 31.9 degrees F takes up more volume than the equivalent amount of water at 32.1 degrees F. The water also expands as it warms, so that water at 40 degrees takes up more volume than water at 35 degrees.
