The ratio of biker fatalities to motorcycle accidents will prove whether helmets really make a difference. I've read that it's around 3% regardless of whether there's a helmet law, but this data only comes from amateur sources.
What's really questionable is why the "experts" (safety bureaucrats and insurance companies) don't use this number, instead relying on scare tactics and open-ended fatality data that can't be proved.
