Requiring insurance is about protecting me, not hurting "poor people". I would have no problem with not requiring insurance if the tortfeasor would be held financially liable to their victim and/or the state fund that compensated the victim initially, but that's not how it happens. The state fund will pay as little money with as much hassle as possible on a UM claim and the UM will get a slap on the wrist, usually not more than an administrative fine. The kicker is that as a taxpayer (note: your "poor people" don't have to worry about this part), I am the one who has to fund the state fund.

If you don't want to require insurance, are you honestly ready to hold "poor people" financially responsible for their actions?
