The person was already a criminal.She was convicted of drunk driving (note- not only poor people do this).
She then choose to drive on a suspended license and was dumb enough to use a vehicle with no brake lights while doing it(criminal offense #2).
She then tried to drive the car off a police lot (criminal offense #3).
No where in the article does it mention she was poor. I think we might infer she was not too bright.
