The insurance companies in that area must've felt a damaging/destructive quake in the Midwest is about as likely as a tornado in Hawaii; the fact remains that it could happen, just as it did back in the mid-1800's in that area. To paraphrase my favorite half-Vulcan: Better to have and not need, than to need and not have.
