I've read the bill thoroughly, and it has a dramatic effect on the working public. It allows an employer to knowingly give an employee with a preexisting condition duties which further injures the preexisting condition, however, not be forced to pay for it.

For example, if a person with a spinal injury history is performing a delivery (not a normal duty of the job) and gets into a car accident, breaks their leg, and further injures their back, then the employer only has to pay for the leg injury, because the back injury was a "preexisting condition." Is that fair?
