There is no way for a police office to determine which helmetless cyclists have paid the fee and which have not. Special tabs for the cycle's license plate won't work, because the plate is too darn small to see when its moving at 70 mph. Either helmetless riding will become a secondary violation or a lot of people who complied with the new law would be harassed unnecessarily.
Either way, there are going to be a lot more helmetless riders than there are fees paid.
If our legislature wants to repeal the helmet law (and I'm not saying they should or should not), this is real half-cocked way to go about it.
