This bill belongs on the "This Is Stupid List". Protecting yourself from injury should not be legislated. If you're too stupid,lazy, or ignorant to put a helmet on you deserve anything that happens to you. To charge a paltry $100 for the priviledge of rolling the dice to be a "quad" does show the dire straits the state is in. Now that the automakers are on the ropes, Michigan could become America's largest national parkl.
